According to the post, you can both create and upload a video by clicking on the “+” icon on the bottom bar. If you get the option of Create Short Video, then you can get access to Short Camera, in which you will get features like speed control, time, add music clip and add multiple clips etc.

Users who do not yet have Short Camera access can also upload a 60-second long vertical video with the #shorts hashtag in the title and description.
